Found workaround
Go ahead and create new BCM datatbase wherever the program wants to create it. Go to Business Contact Manager tab at the top of the Outlook Screen, click database management, click import file, choose BCM datafile and then point it to where you know your copied BCM datafile is. It will import your old data into the newly created BCM datafile. Not pretty but it worked for me.
