In your situation, the data in OST file have become inaccessible due to reinstallation on your PC. It is quite possible that your OST file has gone through certain corruption. This can be easily dealt with a third party tool. Kernel for OST to PST is one such tool, that can help you extract data from inaccessible or corrupted OST file and save the recovered data in PST file. Saving the data in PST file helps you to access the data with MS Outlook profile.
