I realize you posted this many months ago, but in case someone else is
looking for an explanation, I will share mine.
I started receiving emails like you describe yesterday afternoon. I
received one every minute or two. This morning I wake up to an email from
my website's hosting company saying that my site was running a phishing
scam and had been shut down. The mysterious emails stopped. I have a very
small business website that I pay to host. It had clearly been hacked and
was being used to send out hundreds or thousands of phishing emails. My
email address was linked to this site, and the strange emails with RSET
QUIT were somehow related.
