I have a client trying to do this same thing. The work around by KJ does work to make the TS server show up as an option in the 2003 RWW screen. You have to add that registry entry to the TS server, not the SBS server. I also wanted to add that my client has not purchased licensing yet, so after the option to log into the TS server is displayed, you click on it and get a list of TS servers availale. Since we do not havea license installed yet, when we click on the ts server it says the connection failed due to a error in licensing. You seem to be correct that a valid license must be installed.
